For the Dough
- 3 cups all-purpose flour
- 1 teaspoon salt
- ½ teaspoon baking powder
- 4 tablespoons cold unsalted butter
- ¾ cup warm water
- 1 tablespoon vegetable oil
For the Filling
- 1 tablespoon olive oil
- 1 lb (450 g) ground beef
- 1 medium onion, finely diced
- 3 cloves garlic, minced
- 1 tablespoon tomato paste
- 1 teaspoon ground cumin
- 1 teaspoon paprika
- ½ teaspoon dried oregano
- ½ teaspoon chili powder, optional
- ¼ teaspoon black pepper
- 2 tablespoons chopped fresh cilantro or parsley
- 2 tablespoons chopped green olives, optional

Make the Dough
In a large mixing bowl, combine the flour, salt, and baking powder.Add the cold butter and rub it into the flour with your fingertips until the mixture resembles coarse crumbs.Gradually add the warm water and oil.Mix until a soft dough forms.
Knead the Dough
Transfer the dough to a lightly floured surface.Knead gently for approximately 5 minutes, until smooth and elastic.Avoid adding too much flour because a very dry dough can produce tough empanadas.
Rest the Dough
Shape the dough into a ball.Cover it with plastic wrap or a clean kitchen towel.Let it rest for approximately 20 minutes.
Prepare the Filling
Heat olive oil in a large skillet over medium heat.Add the diced onion and bell pepper.Cook for approximately 4 minutes until softened.Add the garlic and cook for another 30 seconds.

Press the edges firmly with your fingers.Then use a fork to crimp the edges for an attractive finish and extra security.Make sure there are no openings where the filling can escape during frying.
Heat the Oil
Pour oil into a deep, heavy-bottomed pot.Heat to approximately 350°F (175°C).Use a kitchen thermometer for the most reliable results.
Fry the Empanadas
Carefully place a few empanadas into the hot oil.Do not overcrowd the pot.Fry for approximately 3–4 minutes per side, or until golden brown and crisp.
