  • 2 cloves garlic, minced
  • 1 green bell pepper, diced
  • 1 cup tomato sauce
  • 2 tablespoons ketchup
  • 1 tablespoon Worcestershire sauce
  • 1 tablespoon brown sugar
  • 1 teaspoon yellow mustard
  • ½ teaspoon garlic powder
  • ½ teaspoon onion powder
  • Salt and black pepper, to taste

For the Mashed Potato Topping

  • 4 cups prepared mashed potatoes
  • 2 tablespoons butter
  • ¼ cup milk
  • 1 cup shredded cheddar cheese
  • 2 tablespoons grated Parmesan cheese (optional)
  • Chopped parsley for garnish

Instructions
 

  • Preheat the oven to 375°F (190°C). Lightly grease a 9×13-inch baking dish.
  • Heat olive oil in a large skillet over medium-high heat.
  • Cook the onion and bell pepper until softened, about 5 minutes.
  • Add the garlic and cook for 30 seconds.
  • Add the ground beef and cook until browned. Drain excess fat if necessary.
  • Stir in the tomato sauce, ketchup, tomato paste, Worcestershire sauce, brown sugar, mustard, smoked paprika, garlic powder, onion powder, salt, and pepper.
  • Simmer for 8–10 minutes until the sauce thickens slightly.
  • Spread the meat mixture evenly into the prepared baking dish.
  • Mix the mashed potatoes with butter and milk until smooth and creamy.
  • Spread the mashed potatoes evenly over the meat layer using a spatula or the back of a spoon.
  • Sprinkle cheddar cheese and Parmesan evenly over the top.
  • Bake for 20–25 minutes, or until the cheese is melted and lightly golden.
  • Garnish with chopped parsley and serve warm.
