Place the chicken in a large bowl and add soy sauce, sesame oil, egg, garlic powder, and white pepper.
Add the marinated chicken pieces and toss until every piece is evenly coated.
Heat approximately 2 inches of neutral oil in a deep skillet or heavy-bottomed pot to 350°F (175°C).
Fry for approximately 4–6 minutes, turning occasionally, until golden brown and fully cooked.
In a medium bowl, whisk together honey, brown sugar, soy sauce, rice vinegar, hoisin sauce, sesame oil, chili garlic sauce, red pepper flakes, chicken broth, and cornstarch.
Heat a large wok or skillet over medium heat.
Bring it to a gentle simmer while stirring continuously.
Avoid cooking the chicken in the sauce for too long, as the coating can become soft.
Sprinkle in half of the toasted sesame seeds and toss gently.
Garnish with the remaining sesame seeds, sliced green onions, and fresh chili if desired.
Serve immediately with steamed rice or noodles.
